Web Client work item editor has fields not in Eclipse client

We have created a custom work item type with custom attributes. We customized tabs and sections in a custom work item editor that we duplicated from the default. All the sections and fields show up on the web client form as expected but only one section with a couple of fields show up in the eclipse client. I can't figure out why they are different.

I have seen references to "Editor Presentation Bindings" but that does not show up in our sandbox instance, so it seems to be a 2.x feature. Any guidance?
