How to share template across multiple project area?

I want to create template for a test plan or test case and want to be able to found it when I create a new project area.

I know that I can use utility to copy this artifacts from a project area to another, but I want another solution if possible.

I am also interested in this capability. Is there any way you could give me some instructions on how to use this "utility" function?
