I believe that is an old, misleading message. What version of QM are you using?
At any rate, I think the problem is that you have created two workitems for sections of the testcase, e.g. when you are in the Summary section and you click the "Create Workitem" button to create a Task-Quality workitem for "Complete the Summary Section". I bet you have 2 workitems associated with sections that you need to resolve before the Test Case is ready to be reviewed.

While clicking on "Ready to review" option for the testcase,
am getting the following err msg:
Can not be under review untill the following review artifacts are resolved:1,2
Could you plz help me.
