Why CC import only created one baseline for two labels?

I attached attributes to two labels, 385 (our production release) and 420 (the latest label).

However, after import, I only see a baseline for 420, no baseline for 385. Why?

There is NO actual new changes between 385 and 420. But we want to see that 385 baseline, because it's production release.

The import should create an RTC baseline for every imported label type,
so if you are not seeing that behavior, you'll want to work with
Rational Support or submit a work item on jazz.net to see why that isn't
happening.
