why can't assign contributor licenses

When I login Jazz team server with "admin" ID, in User management-> Clinet Access License Management, there show several keys available in RTC-Contributor and RTC-Developer, but when I try to Assign Contributor Licenses for one user, there shows error:
CRJAZ0940I The license assignment is not allowed because the server only allows 10 licensed users and this assignment would exceed that maximum.
Actually, the current licensed users are lesson than 10

I'm not sure how you could get the server into that state. Did you do anything to the server before trying to assign licenses? Is this a new server installation that just never worked?

I would love to see a screenshot of the problem if you can post it somewhere.

I would suggest file a work item and attach the screen cap there.
