RTC project area changes for auditability purposes

All changes to the process XML are recorded and kept.
Open up the Process Configuration Source page, and right click over the
source text, and select "show history".

Note that the process XML does not record all of the information in the
project area ... just the process configuration (e.g., the timeline and
iteration information does not appear there).
