Did you check this webpage:

http://support.microsoft.com/kb/948461

You can modify the registry to show the add-in

1. Click Start, click Run, type regedit, and then press ENTER.
2. Locate and then right-click the following registry key:
HKEY_CLASSES_ROOT\Interface
3. Point to New, and then click Key.
4. Enter {000C0601-0000-0000-C000-000000000046} as the name for the new registry key.
5. In the right side, double-click the default registry entry, enter Word/Excel .NET Framework 2.0 Lockback Bypass Key in the Value data box, and then click OK.
6. Close Registry Editor.

Are you able to get MS 2007 installed? One collegue here also met the same problem in 2003, but after he installed 2007, both 2007 and 2003 can work.

Btw, his system is Chinese System, he did not try to change the Locale to 'United States', maybe you can give that a try first.

In the "RQM popup does not appear in Excel or Word when clicking on a menu entry" section of https://jazz.net/wiki/bin/view/Main/RQMExcelWordImporter, it also mentioned this, so maybe Locale is one of the possible issues too.

Hi All,

I got this issue resolved by trying out the same steps in a different machine having Windows XP, Office 2003 ,SP3.

Below is the installation step which I followed

1. Installed MS Interoper pack for 2003
2. Then installed RQMExcelWordImporter

After that I could see RQM menu being listed when opened a Worksheet.
