Artifacts Version Control

RRC doesnt provide a eficiente version control. In large organizations its imposible to know why a artifact were changed using todays RRC control. After settled a snapshot any artifact can be changed or created, so, what if somebory wants to correct just one artifact and update the snapshot, that wil include changes made in others artifacts.
Anothter point is that RRC should allow blocking high level requirements for edition working like check in/check out.
