Can RTC source control perform the following:

track file renames.
track file moves.
track file deletes.
track directory renames.
track directory moves.
track directory deletes.

Also, do you have any recommendation how RTC can be used for source control of Siebel applications?

Yes, to all of the below questions.
WRT to using RTC for Siebel, I haven't done that myself, but the answer
is almost guaranteed to be "identify the files that configure your
Siebel application, and put those files under RTC source control".
