Can I link a build with a release if I donot use RBST

You can add a Release with any name you choose (your build number). The only
difference (compared to using jazz build) is that you will not be able to
navigate from the release or work item found in field to the build result.

To add a release, open your project area editor and go to the Releases page.
Click the Add... button. After you save the editor, the release you added
will be shown in the Found In field for work items.
