Team Concert Example Setup Error

I am attempting to install the Team Concert Example Project on RTC 3.0.1 on with servers running on the IBM i. I receive the following error message:

"An error response was received from the Jazz Team Server. Status=400. Message: CRJAZ0799W The external user directory does not support the request feature."

Is there anyway to get this project working on the IBM i or do I have to install it on another platform? Thank you.

The sample project can only be created on the default Tomcat/Deby setup. Can't use external LDAP service. I tried everything but had no success.
