Using Rational Team Concert INSTEAD of ClearQuest for Issues

Hello all,

I was curious whether the team envisioned Issue Management as an area
of possible responsibility for a tool like Team Concert. My current
project is implementing this tool but discontinuing ClearQuest that
was previously used for issue management. My questions are:

1) Can Team Concert take over issue management activities like
tracking, escalation, assignment?
2) Can Team Concert integrate with Rational ReqPro which is currently
being used as the req gathering tool

P.S. Just for terminology clarification:
An issue may have the following
characteristics:
Action items that are resolvable
A resolution that requires clarification of quality or technical
requirements
Proactively discovered during the course of deployment
Material impact on program or project
Multiple design or management alternatives which exist
A resolution that affects the scope, cost, schedule or application
design significantly
Affects multiple teams or areas (if applicable)
Issues should NOT be:
A risk
An item with the potential to cause a future negative impact
Questions/suggestions for other Team Members that may be resolved
quickly
Anything that should be documented elsewhere (meeting minutes,
gaps, tasks, etc.)
