Is there a way to use the newWorkItem URL to pre-populate fields? I'd like to pre-populate some fields in a defect. i.e. 
http://URL_TO_RTC/ccm/web/projects/BLAH#action=com.ibm.team.workitem.newWorkItem&type=defect&ts=13170617242300&description=Here%20is%20my%20description


Work item templates are kind of a non-starter because they're hard to manage and they require a fully-valid work item as the template.
