I am using 3.0.1.. and want to build a lightweight integration between RTC and my companies other server thru email notifications..

I understand the limitations in ability to configure mail contents..

so, I setup my server to send mail.. added a new user to get the mail, configured that user to get everything except when they are contributor.. never contributor,
only subscriber.. subscribed to workitem..

added comment.. nothing..

debug.. the 'change' event is 'internalComment'.. but no subscriber can subscribe to that change..

later a custom variable (thru remote repository synch) changes, and that email fires, ONLY to the creator.. not to any subscriber..

so.. what am I missing on the config?
