CC Sync failed - 'Filed Against' attribute needs to be set
In a Project Area, multiple team areas were created. One CC Sync stream was created for one team area. The 1st sync attempt failed with error - 'Filed Against' attribute needs to be set. Any further trial gave error - there are active changes sets in CLONE workspace. Could you please comment on why the error occurred and how to resolve it? Thanks.

First, you want to verify that the Team Area for your synchronized
stream is associated with a valid category (that's how it picks a default "Filed Against" value for the generated task). If your team area is associated with a valid category, then the easiest workaround is to just set your synchronized stream's Jazz Provider Property named IGNORE_TASK_CREATION_FAILURE to "true". A fix is to set the TEMPLATE_ID property to be the id of a valid workitem for your current process (i.e. one that has a valid Filed Against attribute). I neglected to answer the second part of this message, which was how to
deal with the "active change sets in CLONE workspace" problem that occurs following this error. I've opened a workitem to get that fixed (workitem 58748). Until that is fixed, the manual fix is to login to Team Concert as the sync account for that synchronized stream, and then explicitly complete that active change-set. (This is a case where you are allowed to violate the normal rule that you should never login using the sync account :-).
