Ability to control who can delete RRC V3 artifacts

There have been a number of requests for more control over who can delete artifacts; some have indicated this is makes enterprise roll-out of RRC V3 more challenging.

I'm happy to report that we plan to address this in the first V3.0.1 fixpack planned for early 4Q. You can read more here:
