Would established projects have an easy migration into a Jazz environment?

You can import the repo from CVS to RTC:
https://jazz.net/library/article/650

You can also import CQ records:

Rational Team Concert includes several tools to help you integrate your work with Rational ClearQuest.

You can continue using Maven with RTC, and I know some customers that do.

Also, ReqPro->RRC migration is supported
