JAZZ DEVELOPER
The initial Jazz-based product in the Requirements space looks like it will be Rational Requirements Composer. This will be part of an open beta programme on www.ibm.com/software/rational.

However, you can do a level of requirements management in RTC using some of the processes available in RTC. A "story" type would be a good way to manage XP-like User Stories (for example).
