How to edit the comments entered by others in the change set

Hi,

How to edit the comments entered by others in the change set?
I have project administrator access to the project area and team area. Now i want to edit the comments wrongly entered by the users for the changesets.

Is there any permission setting that need to be provided as currently i am unable to change the comments.

I am not aware of any way to edit the comment of a change set that is
owned by someone else.

Using the RTC SDK and a Plain Java Client, could that be possible?
