value of "user properties" from past version

There is a "user properties" in the source file. We'd like to obtain the past version of this property by another custom tools.
How can I get the value of "user properties " that's included in the source file ?
Is there any sample code getting this "user properties" ?

When we change "user properties" it's included in the change sets. so it seems we can get this....
