Baseline not visible to others

You can rename a baseline in RTC.
You cannot currently delete a baseline, but since baselines are very
inexpensive to create and store, I believe the more important operation
is "archive" or "hide". I've submitted work item 170855 requesting
this functionality.

Make sure you have delivered the component as well as the baseline to the stream. Then, another user of the stream should be able to see the baseline.
