Not authorized to access jazz team server setup - WAS 6

Am working with a test VMWare server (32-bit, Windows 2003 server, 2 CPUs, 4 GB memory), and am trying to configure RTC 3.0 with Oracle 11g and WAS 6.0. Am pretty sure I've met all the prereqs, created the tablespaces in Oracle successfully and loaded them using the jts and ccm scripts, created the WAS applications from the .war files, started up WAS successfully (all applications and Windows services running), but when I access https://localhost:9443/jts/setup, I receive the dreaded "You are not authorized to access jazz team server setup" message with a link to "Logout" (that doesn't do anything).

I think I've set up the permission/group mapping successfully, and am running as a local administrator on the server - what is this error telling me, and where should I go to look for something I may have misconfigured? I've already double-checked the settings against the install instructions, so whatever it is, it is subtle enough that I am missing it. Any hints for where to look/what to do first? I've checked the other posts in this forum with similar errors (which provided some insight, but none of those changes fixed the error). Any ideas?
