The RQM allows exchange assets between different projects? If so, how.

What do you mean by exchange? Most of assets in one project is accessible by another project (may not be a good idea). e.g. you can create a schedule to include tests from another project.

Another thing you can always do is export and import.

If the two project areas are on the same RQM server then you can use the duplicate function. Here's the info:

If the projects are on different servers then you can use the RQM Copy Utility:

The CopyUtil is an open-source app that isn't officially part of the RQM product. However, it tends to do a good job for the major RQM artifacts such as test case, test plan, test script, etc...
