I have a question on BIRT reports and queries.

I would like to use the same selection criteria I have in a query in a BIRT report, including Tags etc. And I would like to be able to dynamically change the selection criteria the same way as I can do that with a query.

Is that possible?

The reports parameter user interface tries to be generic and neutral since reports need to cover more than just work items. So currently it does not offer all the features of the work items query interface.

So the answer is no it is not possible.
