Is there a way of determining how may licenses are in use?

The Admin->User screen displays the information, but is there a way to generate it via a report, or some other mechanism.

there is not currently a way to run a report with that information. I believe this feature is scheduled for implementation later this year. You should keep an eye out for our next milestone build in a few weeks.

While this doesn't help with the release you have - if you're interested in checking out the 7.1.3 M2 milestone build, there is a dashboard tab in which one of the data items shown is the license seats being used. An image of the dashboard tab is shown on the New & Noteworthy page for the 7.1.3 M2 download.

You might consider searching the existing work items or opening an enhancement request if you can't find an item that looks like what you need.
