why we must associate a changset with a work item ?

When I use RTC to manage our project,every work item may have changes,why we associate a changeset(a set of changes) with a new work item ?

Hi

It is good practice to tell other people what you were working on when you made the changes to your code. This can be done as a comment or by creating a work item, and linking the change to an existing work item.

You can turn off this requirement by changing your project area process if you wish.
