The "complete" button for delivering code

When I right click the Outgoing in the pending changes, there is a
option named "complete". I don't know what's the usage of it.

Our team is using this support all the time now.
During our endgame iterations (such as right now), our team requires
that change sets be reviewed by other team members before being
delivered. When our changes are ready, we mark them Completed so that
others can accept the change set from the work item for review.
