Can not create Requirements in Quality Manager 3.x beta

I have found only the ability to create/link to RRC requirements in RQM 3.x, but not an ability to create requirements directly as mentioned in RQM 2.x

I have also been unable to find RQM 3.x help files, so I am working off of 2.x help. The section about requirements is below.

You can import requirements from external tools, such as IBM Rational RequisitePro and IBM Rational DOORS.
You can create and manage requirements directly in Rational Quality Manager.

Ratinal Quality Manager 3.0 doesn't suppor the work item-based requirements in RQM 2.0 any more.

Rational Quality Manager 3.0 supports the migration of work item-based requirements from previous releases of Rational Quality Manager to the Requirements Management component.
