Just unzip the incubator archive to the same location that you unzipped the Team Concert client archive to. For example, if you unzipped it to C:\, creating C:\jazz, then unzip the incubator archive to C:\ as well. Then run TeamConcert.exe with the -clean option so that it picks up the incubator plug-ins.

JAZZ DEVELOPER
All the incubator zip files are rooted at the 'jazz' directory.

/jazz/client/eclipse/birt
/jazz/client/eclipse/jazz/reports

The Team Concert client install is also rooted at jazz, so all you have
to do is unzip the incubators at the same root that you installed Team
Concert. Shutdown and restart Team Concert and it will pick-up the new
incubation tools.
