Can Not Submit Enhancement Request

I'm trying to submit an RQM enhancement request, but every time I try I get an error message telling me that I must fill out the "Filed Against" field. This field is not marked as required for Enahancement work items and there are no choices in the dropdown menu, so I am unable to submit my request. What am I doing wrong here?

This issues is no longer reproducible, you should be able to create new RFE now.
