What is the plans for the resource component?

Hi,

In Rational Project Conductor there were a component that covered the resource planning, you could specify roles and pools and assign these to plans later.

What is the plan for RTC 3.0.x to include these capabilities?
Or is there a beyond plan to include such features?

In Formal Project Management Template there is a allocation feature which is a very light weight version of what I am asking for.
