change process configuration permission

hi
what are the permission that a user needs to have to modify the project area process?

- RTC 3.0
- create a user (user1) with JazzUsers repository permission only
- create a project area from scrum template. user1 is a member role everyone
- from the RTC Eclipse client i can change the process of the project area just fine (work item perspective with repository connection created with user1 and project area displayed)
- from the RTC Admin Web UI i can NOT change the process of the project area "'Saving project area failed.
Save Project Area' failed. Permission denied."

this seems to be a bug to me. should i open it?

Also what are the right permission to be able to change the process of a project area?

if i give JazzProjectAdmins repository permission i can then change the process with user1 as well.

1. JazzProjectAdmins
2. JazzAdmins
