Create a STream Permission

Trying to create a stream in RTC gui and told permission denied that I don't have the permission to create stream. in Jazz Admin the user account that I'm using to connect to the repository I have JazzAdmins selected as well as the ProjectAdmins and went ahead to make sure and selected the DWAdmins (not sure what this group is) but none solve the issue. What did I miss?Thanks

FORUM ADMINISTRATOR / FORUM MODERATOR / JAZZ DEVELOPER
Team_Configuration -> Permissions -> Permitted_Actions -> Source_Control
-> Save_Stream -> Modify -> Stream -> Create_a_stream

Yes I went into the Permissions and Project Configuratino and gave
Everyone all permissions right now since I could not find anythign
that said "save stream". So what permission is related to
the save stream? This is also not in the RTC 3 Permissions help area.
All documents I have found so far seem to miss talking about streams.

Sorry to clarify the error is "You don't have permission to save stream ".

To create a stream, it is not sufficient to belong to one of the admin
groups ... you must have the appropriate role in the project area in
which you are creating the stream. Of course, as admin, you can give
yourself that role, but you have to explicitly give yourself the
appropriate role (this is just a safety net, for protecting admins from
doing things that they shouldn't be doing).
