Creating a New WorkItem as "anonymous"

I would like to know of a way that I can allow a person to submit a workItem to a Project, but not been known at the time to JAZZ..

Essentially I only want to add people (import) them to the JAZZ environment when they actually submit a request, and then envoke a process to have then built (manual process, submitting to another team, to have them added to the AD Group if needed..

So I would like present them with a new WorkItem page similar to like you would on the web.

Does that make any sense?
