Creating work items in RTC without full access to project?

My team has recently started using RTC on a learning an adopting level. The team is responsible for handling support cases (generated by software developers within the organization) and in the longer run, integrating the solutions of these cases in future releases of a component pack. When planning the future release in RTC we want to include these support cases.

Is there a way to let the users that generates the cases create work items in RTC without getting full acces to plans etc? Like a simple web gui with only the functions related to creating a work item.

At the moment these cases are reported in an old web based case management system.
A solution like this would save us the effort of manually creating work items based on support cases in RTC, and we could also abandon the old case management system and become more efficient.

I can't think of a way to do this right now - but you will be able to do this in 3.0 if I have understood my information correctly.
