I don't think you can unarchive a timeline or iteration once it is
deleted/archived.

This functionality will be included in RTC3.0.
If you are using RTC2.0.0.2, you can find a work around to unarchive the
archived items in
https://jazz.net/jazz/resource/itemName/com.ibm.team.workitem.WorkItem/60325
