RQM- CQ integration with bridge gives Status 409 Error

We have followed the steps mentioned in http://publib.boulder.ibm.com/infocenter/rqmhelp/v2r0/index.jsp?topic=/com.ibm.rational.test.qm.doc/topics/t_defect_cq.html but while adding link it gives Status 409 error.

It is very similar to the problem specified in the thread http://jazz.net/forums/viewtopic.php?p=28212, but that post didn't provide any solutions.

The user "dchadwick" mentioned that we need to verify "Next you need to make sure that you can create a Restful service URI in the CQ web client without getting an error", how do I check that in CQ ?

Do we need any approval from the CQ server to approve the connection request ?
