What condition we must create JAZZTMPSPACE tablespace?

I can see "Must create JAZZTMPSPACE temporary tablespace after deployment" on the release note of "Rational Team Concert 2.0.0.2 iFix 3" but I am not sure whether we need to create the table space for RTC 2.0.0.2 iFix03.

Can anyone clarify for conditions of JAZZTMPSPACE creation?

Q1. Does this only apply to DB2 environment?
How about using Oracle database? Do we need to take any action?

Q2.Is this the problem only for RTC v2.0?
Or also applying to upgrading to 2.0.0.2 ifx03?
