Beta2 -> 1.0M5: Dojo JavaScript errors after upgrade

Hello,

We recently upgraded Jazz Server from Beta2 to M5a using the migration guides.
* exported the users
* exported the repository
* unpacked new server
* imported repository and added users to tomcat-users.xml
* started the server

The server started fine, though I did see a JavaScriptAnalyzer notice re: cyclical dependencies in dijit. After restarting, I no longer see that notice in the console.

However, I can't access the admin control panel. When I go to .../jazz/admin, I see "Loading..." per usual, but the login-form never comes up. In Firebug I noticed the following:

failed to find module in module graphdojo.js (line 326)
net.jazz.ajax.ui.Workbench is not a constructor
if(!fn(x)) {
dojo.js (line 427)
Could not load 'com.ibm.team.repository.web.ui.internal._JazzApplication'; last tried '../com.ibm.team.repository.web/ui/internal/_JazzApplication.js'



I tried in IE and got the same.

Any ideas as to why this wouldn't work off a fresh install? Or what other information I could give to help figure out what happened? I modified tomcat-users.xml, teamserver.properties (to enable e-mail notifications), and then the repository import from beta2, but otherwise have not modified anything.
