Viability question about Birt reports for RTC+RQM data

My customer wants to create a report to consolidate data from RTC and RQM (e.g. defect id + defect summary + priority +... + test plan + test suite + test case to which the defect finally relates to).

Defect information is in RTC.
Testing information is in RQM.
The project is still on RTC and RQM 1.0.1.1.
Note: Initially, Insight is not an option at this moment.

Questions:

1) is it possible to create this type of report using Birt?
2) if so, once it is developed... where it should be installed? on the RTC/RQM side? or it does not matter?
3) Any advice for us to consider?
4) Any example or demo for us to look at as a guidance?

(Followed up by email)

1) Custom BIRT reports are not supported by RQM, as far as I know. They
are supported by RTC, but only for the RTC data.

I'd consider using the RCPR Cognos-based reporting solution that RQM
ships, but I don't know if that's available with RQM 1.0.1.1. You should
follow up with the RQM team.
