Integrating ELM with Customer Satisfaction Survey Solution

My client wants to integrate EWM with some survey satisfaction solution. We are in the very early stage of this effort.

The Desired Use Case
1. ELM user creates a work item requesting assitance from the ELM admin team.
2. Admin team helps.
3. Work Item is closed
4. Satisfaction survey is sent to ELM user who created the work item

Has anyone done or heard of ELM deployments where this type of integration has been done?

 I have not, but I have seen a lot of requests to send custom e-mails for various reasons based on work item changes. 

The two possible ways I can think of
