Is it possible to customize Non-Attribute-based Presentations?

I need to customize the Attachments component to add an additional column where the user will write a text (Its format will be string). Is it possible to do that?

This is currently not possible. You would need to copy the presentation
implementation and add your own logic, then configure your own
implementation to be used in the work item editor.
