Create work item from template by default

In RTC3.0 we support recently used templates which can be selected directly from the drop-down menu (see https://jazz.net/downloads/rational-team-concert/milestones/3.0M4?p=news#workitems at Work Item Templates for further details). We also support default value providers for workitem attributes in RTC3.0 (see same URL at Default Values).

If these two concepts do not help with your use case, please file an enhancement request describing the scenario in detail.

Can we associate a "default" template to a work item type, such that work items will always be created using a template?

Currently, users need to click New Work Items from Template, then select the template type. However, it is very easy (and tempted) to select the work item type directly from the drop down list.
