Run Sample Hello World But Get a Error？Help

I run a sample plugin called"Hello World", but it does't work
The Error Log shows that some program bound up with the sample has not been analyzed e.g

XXXXXXX: reference:file:/C:/jazz/client/eclipse/plugins/org.eclipse.jdt.compiler.apt_1.0101.R34x_v20090114-1205.jar
XXXXXXX:
reference:file:/C:/jazz/client/eclipse/plugins/org.eclipse.jdt.compiler.tool_1.0.100.v_894_R34x.jar

And I get a Application program Error

java.lang.I||ega|StateException: can not get application program service make sure annlyze and startup the org.eclipse.core.runtime (please check config.ini)
