I'm pretty sure it's available in 3.0.1 and not in base 3.0.

They added "rich text" for details and comments in 3.0.1. Personally, it's not very useful. It adds next to nothing.

1) Why isn't it WikiCreole!
2) Why can't I change text size
3) Why can't I add bullets

Seriously. I want to be able to write a decent description. The only thing they added was boldface, italics, and external links. I was just reading the release notes for 3.0.1 and was very excited about this (IMO) *huge* missing feature finally coming out... and I'm pretty disappointed in the implementation.
