How the reports can be customized? How can we create a report for work items over the last month, with stats like average resolution time, and breakdowns against categories/owners/types?

Custom reports can currently be written using the BIRT report design
tools, and deployed to your RTC server. Some more information on this
can be found on the wiki:

You can find the out-of-the-box reports (if you want to modify them) in
your client installation area, in the plug-in folder for
com.ibm.team.examples.reports.common. Import all those files into your
workspace and you can open the .rptdesign files with the BIRT editor.
