License consumption during WSRR/RAM interaction

During automated interactions between RAM 7.2 and WSRR 7.0, are licenses consumed? If so, which type? Is there a license retention (linger) period?

The interaction is based on uid/passwd ... and will consume lic. on behalf of that user session. ... but default session linger is 30min.
