sandbox licensing issue

I just created my sandbox and wanted to create a work item and got a licnese error:

The client access licenses assigned to the current user do not allow the "Save Work Item" operation. Assign one of the following license types to this user to allow this operation: Developer, Contributor, ClearQuest Connector, Build System, ClearCase Connector.

I can't find anything that looks like (user) management or admin in the sandbox, so is sandbox broken or ....
