sandbox licensing issue

I just created my sandbox and wanted to create a work item and got a licnese error:

The client access licenses assigned to the current user do not allow the "Save Work Item" operation. Assign one of the following license types to this user to allow this operation: Developer, Contributor, ClearQuest Connector, Build System, ClearCase Connector.

I can't find anything that looks like (user) management or admin in the sandbox, so is sandbox broken or ....

Thanks for any help / tips.

I found the "bug report" link in the sandbox home and filed a bug and it was fixed within an hour. Looks like sandbox licensing was down.
