I know that RQM is officially supported on Oracle 10g Enterprise or Standard Edition Release 2. But how about Oracle RAC? Is RQM officially supported on Oracle RAC? If it is which version of Oracle RAC?

No, the only officially supported databases are those listed in the "detailed system requirements" document:
