How to create RTC local help ?

We need for an RTC site without web access to install a local help system.
1. Is the a way to download the infocenter to local system ?
2. Are there plan to provide RTC help.war (like the RQM help.war) ?

TN0031 is probably for RTC 1.0, I can not find the help.war for RTC 3.0
As it is a CLM help in infocenter, maybe they moved it ?
